Ogun State Traffic Compliance and Enforcement Corps (TRACE) is a paramilitary outfit of the state government established with an enabling law of March 9th, 2005, as amended on 25th September, 2007 and placed under the Public Order and Safety Sector along side with the judiciary commission and Ministry of Justice.
The outfit is a social service rendering agency of
the state apparatus to all road users for better service delivery. The missions
of the corps are:
To ensure quality service delivery to the motoring
public, as well as, complement the efforts of other Traffic Managers in the
State through systematic synergy.
To ensure a commensurable reduction in road traffic
accidents/crashes, so as to attain the United Nations Decade of Action for Road
Safety (2011/ 2020) platform.
To inject order and control mechanism into the road
traffic system within the State through best practices.
To perform such other regulatory functions as may be
duly assigned by the State Government within the law that sets it up.
Since the establishment of the corps, the agency has
worked tirelessly to make the State safe and free from ceaseless accident cases
that normally occur in the State.
Ogun State, before, has been tagged as a mortuary
state. The road users, especially the motorists always drive recklessly thus
endangering the lives of the innocent souls.
With the establishment of Ogun TRACE, there has been
a drastic reduction in the accident rates. The corps has instilled the rules
and regulations that guide the road in the brain of all the motorists and
motorcyclists.
Immediately Ogun State established their traffic
outfit, other southwest states equally established theirs, though; Lagos State
already had their own outfit (LASTMA). The establishment of traffic agencies in
all the South-West States is because of the performances of Ogun State TRACE.
The agency has earned more score beyond the
expectation of the State government.
In the area of enlightenment, the corps takes it
upon itself to educate the motorists the dos and donts of the road in both
print and electronic media. In order to catch them young, the TRACE has
introduced "TRACE Club" in the schools so as to educate the children
on how to walk on the road and equally drive safely. The teaching of the young
ones also is also for the children to teach there parents on the danger of
dangerous driving. There is also a live educative programme on OGTV every
Wednesday at 11am and the Yoruba version on Family FM every Friday by 3pm.
The corps has also created another platform where
they enlighten the public on safety. The establishment of TRACE MAYOR is to
complement the efforts of the regular officers on the road and to also teach
members of the society.
The corps has introduced 24-hour operational
activities across the nooks and crannies of the State with the introduction of
TRACE Special Ops Force Unit. The prompt response to any emergency calls and
rescue of crash victims is highly noted.
Introduction of an on-line platform to report
operational duties to all and sundry. They have also introduced periodic road
traffic research and survey techniques.
Ogun TRACE has formed alliances with other sisters'
security agencies in order to ensure good service delivery to the people. The
armless operatives have been exposed to serious hazard. Some of the operatives
have been maimed while some have died on the road while discharging their duty.
On many occasions the operatives risk their lives in
order to save the life of others. All the operatives starting from the TRACE
Corps Commander to the lowest rank have given their best to the service of
their father's land.
There is increase in public safety consciousness and
behavioral pattern of the road users to total compliance of road ethics.
It is on record that the State is now free from any
form of accident due to the effectiveness of the State Traffic agency, though,
that not to say we still dont have records of accident but it is just one out
of many in two months.
Below are the few major achievements of the corps
between the year 2015 to 2021.
1. Repealing 2009 regulations of Road Traffic offences
and penalties as gazetted on 21st April, 2016.
2. 24-hour operational activities across nooks and
crannies of the State with the introduction of TRACE Special Ops Force Unit.
3. Institutionalize TRACE ½hour live educative
programme @ OGTV every Wednesday at 11am & Yoruba programme @ Family FM
every Friday by 3pm.
4. Response to emergency calls/Rescue of crash
victims (8,715 emergency calls attended to, while 14,703 people were rescued
unhurt.
5. Drastic Reduction in Road Traffic Crashes.
6. Apprehension of 15,790 Traffic Offenders
7. Clearing of 61,102 obstructions (clearing of
accident debris, towing of vehicles, etc) Years 2015 to date.
8. Public Enlightenment both on print and electronic
media.
9. Events management (Traffic control, Parking
management, crowd control and orderliness at social, religious, educational and
all official and private functions)
10. Innovative traffic control, manning and
strategic positioning on identified black spots
11. Drivers' Counseling (21,815 Drivers counseled)
12. Periodical Road Traffic Research & survey
techniques
13. Commissioning of new TRACE Corps logo &
customized number plates by HOS.
14. Establishment of an On-line Platform to report
operational duties to all and sundry
15. Harmonization of TRACE ranking structure in line
with other paramilitary outfits.
16. Institutionalizing yearly TRACE Corps Commanders
Conference for Senior Officers for capacity building in human capital
development in Road Traffic Management (2016 to date).
17. Promoting TRACE Corps Musical Band and Sporting
Activities.
18. Establishment of additional Divisional TRACE
Commands at Agbara, Atan, Mile 2/Rounder Ayetoro, Ikenne, Oke-Odan, Ogbere,
Ogijo, Ijebu-Igbo/Ago Iwoye, Odeda, Ewekoro, Alagbado.
19. Secured 2 plots of land for proposed permanent
site for Ewekoro Unit TRACE Command
20. Purchase of 20 Patrol Cars on Corporate Social
Responsibility (CSR) with communication gadgets for Operational activities
21. Facilitated donation of a plot of Land to TRACE
Corps to build her command by Atan community.
22. Construction of new office building for Ifo
Divisional TRACE Command at the Ifo Local Government yard
23. Secured 2” Hectares of land from the State
Government for TRACE Corps Headquarters permanent site along kobape axis of
Abeokuta/ Interchange/ Sagamu highway.
24 Letter of commendations from Government and other
stakeholders for ensuring safety on our roads.
25. Publishing of Educative materials highlighting
TRACE activities and capacity launched.
26. Strengthening the existing TRACE Corps modus
operandi for rejuvenation and total professionalism among the operatives for
command and control
27. Restructuring of TRACE Operational structure for
command and control mechanism
28. Arrangement to institutionalize TRACE Academy or
Institute of Road Traffic Management in conjunction with Centre for transport
studies of Olabisi Onabanjo University (OOU), Ago-Iwoye, Ogun State.
29. Establishment of Community Based Traffic
Management Scheme to enlist public participation in safety matters. Initiative
as a collective responsibility of all. Tagged Emergency Traffic Whistle Blower
along Ogun State corridor
30. Enhanced daily traffic situation reports on
print and electronic media for public usage information within Ogun State
corridor.
31. Effective and efficient handling of all State
assigned programmes.
32. Calling prompt attention of the State Government
on the dilapidated/failed road portions e.g. Sango-Ota, Ogijo, Lagos/Ibadan
Expressway, Agbara, Iperu Remo, Ilisan, Ago-Iwoye, Sagamu, Ijebu, Benin
expressway among others for reconstruction and rehabilitation.
33. Institutionalizing Road Transportation
Stakeholders Quarterly Meeting and constant collaborative efforts with
sister paramilitary agencies in Nigeria
34. Placing TRACE Corps in high global premium
through constant attendance of both national and international conference.
35. Clearing of stalls of Traders placed on the
major roads such as median, walkway and main road respectively, within Ogun
State corridors for easy passage.
36. Initiating PPP programmes/PSP initiative on tow
operators to boost the state IGR (60:40 ratio basis i.e 60% to PSP Tow operator
and 40% to Government Treasury)
37. Improved access to Commerce and Industry for
investment drive and destination of choice for investors in the state.
38. Increased Public Safety Consciousness and
behavioral pattern of the road users to total compliance of road ethics.
39. Encouraging Corporate Social Responsibility
quota to assist TRACE improved performance.
40. Establishing 9 nos Area Commands across the
state corridors in the three Senatorial Districts
41Successful motorized patrol and monitoring of the
12 major Traffic Corridors in Ogun State and borderlines with Lagos, Oyo, Osun
and Ondo States as well as international boundary with the Republic of
Benin
