Goverment should bring back the use of 'carriage waybill' on road- Ogun Chief VIO

 The Ogun State Chief Vehiles Inspection Officer (VIO) Olugboyega Ademehin has urged Government to order full enforcement of using carriage waybill to prevent articulated vehicle operators from carrying overload.


Ademehin, an engineer, expressed sadness over the high level at which almost trucks/containers owners and drivers loaded above 30 tones permitted by traffic law. This, he added apart from damaging road and other government facilities on the road, it is the most factor responsible for incessant fatal road crashes.
According the VIO Chief, 80 per cent of road crashes involving heavy duty vehicles were caused by overloading, saying there is tendency an overloaded vehicle can develop mechanical fault such as break failure, spring break-up etc while on motion.
He said enforcement on using the carriage waybill would compel the heavy duty operators to comply with loading rules.
He said: "Carriage waybill is a document issued by a
carrier giving details and instructions relating to the consignment of goods' transportation. It will show the names of the
consignor and consignee, the point of origin of the consignment, its destination, and route."
Engineer Ademehin also said the agency will soon begin full enforcement on vehicle owners refusing to bring their vehicle for proper inspection with the new Computerised Vehicle Inspection (CVI) technology.
He decried worrisome as some vehicle owners paid for the service but refused to bring the vehicle for inspection over unnecessary excuses.
According to the Engineer, CVI began operation in Ogun State since May 2019. He said lots of publications and public enlightenment have been done to enable vehicle owners have adeguate knowledge about its effectiveness and advantages.
He said: "Vehicle owners always have comprehensive reports about their vehicles through the use of CVI compare to manual inspection as it quickly identifying vehicles' problems.
"The report after inspection authomatically assisting the vehicle owners to rectify the problems without tampering or damaging another mechanism.
"It ensures the safety of the driver and other road users. It ensures preventive maintenance is done on vehicles. It improves the environmental conditions: cleaner and safer society. It helps to limit the number of stolen vehicles.
"With all this advantages, we discovered some vehicle owners paid for the services without bringing their vehicle for the inspection. Nigeria for who they are, nobody cherish delay.
"What we are about doing now, we will start full enforcement concerning it. Any vehicle owners that paid for the inspection services and failed to bring the vehicle for inspection within 30 days would be apprehended.
"We expected vehicle owners in accordance with the procedure to bring their vehicle for inspection, get comprehensive reports about it, fix any problem detected, bring it for final inspection and obtain its road worthiness certificate before putting such vehicle on the road.
"Ogun State Government in collaboration with Temple CYC Inspection Company have built and eqquipped the centre in three senatorial districts in the state. They are: Ogun Central (Abeokuta), West-Ota and East-Ijebu-Ode. While more centres' building plan underneath. We noticed it is a better idea since the operation started because it has helped in reduction of accident especially involving inspected vehicles.
"VIO's statistics report on accidents within the state have shown that human factors took the largest share on traffic crashes as a result of disobedience to traffic law while crashes involving mechanical fault have been drastically reduced compare to 2018.
He appealed to vehicle owners to comply with the new technology in line with the procedure for ascertaining the road worthiness of vehicles. He urged corporate organisations, associations, unions and other commercial vehicle owners whose vehicle documentations have expired to bring their vehicles physically for computerised inspections. Noting that the level of compliance is still 50 per cent despite its advantages, saying it's very below VIO's expectation.
The VIO Chief stressed his appealing to Standard Organisation of Nigeria (SON) to ensure thorough screening and inspection of motor mechanical parts to prevent importing substandard parts into the country.
He vowed that VIO will soon partner with the SON to ensure no more importation of fake or substandard motor parts coming into the country.
